FIONA BARRON

Land Data

Fiona was appointed Chief Executive in July 2021, prior to this she was Land Data's Head of Communications. Fiona has extensive experience in communications, strategy, and business development for complex and changing organisations.  She has worked with local Government and corporate clients in information technology,  telecoms, and the professional services sector.  Fiona is a Chartered PR practitioner.

NICK DYOSS

NLIS Hub

Nick has spent twenty years working in the legal services market with the last fifteen being spent in the legal searches market serving conveyancers. Prior to joining the NLIS Hub in January 2017 as the Hub Director, he was the Group Business Development Director for Searchflow. He has held a range of market-facing and service development roles at Landmark Information Group and Lexis Nexis, the legal publishers, as well as TM Property where he spent over ten years.

DIANE LATTER

The Law Society

Diane's work includes policy and legislative aspects of property law and conveyancing practice for both commercial and residential property. Diane sits on a number of Boards and groups including the Local Land Charges Advisory Board, the HMRC Stamp Duty Land Tax Working Together Steering Group, the Home Buying and Selling Group, the Land Registry Advisory Council and the Consumer Panel of the Property Ombudsman. Her current focus is to work collaboratively with others across the sector to improve the home buying and selling process for consumers

JAMIE WINCH

HM Land Registry

Jamie joined HM Land Registry in October 1989 as a legal caseworker, later becoming a customer team leader and working on HMLR register development projects with Local Authorities. He transferred to the Local Land Charges programme in 2013 and is now responsible for helping Local Authorities prepare for the new LLC service, and ensuring that it is successfully adopted by its customers. He works with a range of key industry partners, representative bodies and the LLC product team to ensure that the service delivers benefits to all stakeholders.

ANDREW SIMPSON

The Coal Authority

Andrew joined the Coal Authority in 2016, bringing with him 15 years of industry experience from his private sector, client facing roles. As the Coal Authority’s Head of Innovation Business Development, Andrew’s wealth of knowledge underpins his unique approach to transforming how the Coal Authority continually adapts to the needs of the industry. This has resulted in the provision of a responsive, progressive and outstanding level of service through its commercial reports and advisory services business.

Rebekah Giubarelli

Castle Point Borough Council

Becky started work as a Local Land Charges Officer in 2008 at Thurrock Council and has taken on roles of Senior Local Land Charges Officer and Local Land Charges Manager working in both Unitary and District council settings. Becky is currently the Manager of the Local Land Charges Department at Castle Point Borough Council and joined the Local Land Charges Institute’s (LLCI) Board in 2019. Becky was recently appointed Co-Chair of the LLCI board and has played an active role in previous Training and Development Events.

Richard Bateman

East Hampshire District Council

Richard started his career in Local Government in 1994 working for Havant Borough Council, he moved into Local Land Charges in 1997 and rose through the team to become senior LLC officer in 2006. In 2017 he moved to East Hampshire District Council to become Local Land Charges and Address Management Team Leader. He joined the Local Land Charges Institute Board in 2015 and became joint Vice Chair in 2022. He assumed the role of joint chair in June of this year.

IN MEMORY OF JAN BOOTHYORD

The BoothroydOutstanding ContributionAward

This award takes its lead from the late Jan Boothroyd, an inspirational, compassionate and talented woman, who dedicated her career to Local Land Charges and led Land Data for 12 years before losing her battle to cancer in 2024.  

This award, sponsored by Land Data, encourages nominations for exceptional individuals who are doing more than the day job – they are committed to making a real difference in Local Land Charges.

"Winning the Customer Satisfaction Award means a lot to the whole team, especially as our customers had to nominate us for this category. It shows that all the hard work we put into providing a great service is really worthwhile! After winning the award our press office issued a press release which was shared on our intranet, it was also covered by the local press and our Council magazine, this really put Local Land Charges in the spotlight as many people didn't know who we are or even what we do!"

“The Land Data Local Land Charges Awards give LAs a fantastic opportunity to showcase their work and gain national recognition for their council.   We were so delighted to have won the Best Performing NLIS Level 3 category for the past 4 years, especially as the department’s team was reduced to just 2 full-time staff in 2019.  I would say if there are LLC teams out there unsure about entering, please don’t hold back!  Even if you don’t win or receive a highly commended trophy, just being on the shortlist will give your team a tremendous boost and show others the effort you put into your service.  After all the challenges and changes we’ve been through in the past two years  what have you got to lose?”
